Job summary or overall objective :
-Plan, direct, and monitor all purchasing activities so that the goods, materials, supplies, and services the organisation buys meet its standards of price, quality, timing, and reliability of supply.
-Evaluate and select suppliers and negotiate terms for purchases; commit to purchases (within established limits of authority) that are in the organisation’s best interest – balance quality, deliver performance and cost..
-Analyse and evaluate external price trends and new product offerings to identify opportunities to reduce overall purchasing costs, while interacting with the relevant R&D functions to verify that the technical specifications is no compromised. .
-Select and manage relationships with major suppliers and/or sub-contractors to ensure that the organisation receives satisfactory standards of service.
-Develop, implement and maintain procedures related to the purchasing activities.
-Establish yearly purchasing and operating budgets, monitor the related costs and indicators. Prepare the organisation’s purchasing reports. These reports may include: PPV report, Strategic plan report, LCC report, RMI report.
-Recruit, lead, direct, evaluate and develop a staff of buyers to ensure that purchasing activities meet established targets and standards.
-Participate to the monthly global purchasing meeting and support the group purchasing activities in China.
Requirement:
-Academic background : University degree in technical engineering or degree in marketing/economic disciplines with interest in technical product
-At least 5 years of experience in an international company in charge of a purchasing department (supervisor level min. required)
-Product and market knowledge & strategy
-Basic finance skills
-Used to work in an international context and good knowledge of several languages (at least Chinese, English: spoken and written)
-Result oriented
