岗位职责:
BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Zhanjiang Verbund Site Project would be operated under the sole responsibility of BASF. BASF Zhanjiang Verbund site would ultimately be built into a role model for smart manufacturing and sustainable production by utilizing the digital technologies and applying the high safety standards.
What you can expect
You will be responsible for cost engineering on site engineering project and plants maintenance, including maintenance, construction quantity survey, maintenance and project cost estimation and settlement; Review & audit contractors and 3rd parties work in above area and ensure work quality and regulatory compliance.
Support the overall contract management for BIG maintenance service, include contract strategy elaboration together with contract working group.
Main tasks
? Control and check contractor service bill of quantity and quality, bill of evaluation as well as relevant documentation, ensure transparent, in-time and accurate cost controlling and final cost settlement, payment on TSS contractors' services.
? Support project, MOC on cost check and balance during bidding, ensure right basis for project, MOC execution, in charge of project, MOC controlling and its management including forecast, booking, monitor and report.
? Be responsible on cost claim management and change control, as well as evaluation, clarification, negotiation with contractors.
? Compiling BOQ/BOE per requirement.
? Check maintenance, construction quantities against maintenance, project scope, field check of quality is also required per BASF rule.
? Produce or review cost terms for maintenance, construction ITB, participate TBE and commercial bid evaluation and support contract price when required.
? Review, monitor and audit 3rd parties cost control work.
? Support contractors sourcing & selecting process from cost area, from tender, quotation, until award
? Support contract periodically review, check, assess and optimize on cost part.
? Gather, summary, assess and report on site TSS service contractor cost performance, ensure transparence on contractors cost management.
? Other work assigned by the company.
任职要求:
What we expect
? Education: Bachelor degree or above in chemical related engineering or Techno-Economics
? Working Experience: Above 10 years' work experience in chemical or petrochemical industry with sufficient maintenance, engineering and project cost control, at least 5 years work experience in cost settlement or quantity survey
? Technical & Professional Knowledge:
• Capability of quantity calculation and measurement from drawing, familiar with method of measurement
• Knowledge of quota book for Estimation, Code of valuation with BOQ, Construction and maintenance
• Skills of pricing and drawing measurement software and MS office software
• Skilled in SAP and project cost controlling is required
• Good negotiation skills is preferable
? International company experience is preferable
? Registered qualification certificate of cost engineer (注册造价工程师), cost estimator, cost engineer or related professional certificate(全国建设工程造价员资格证书) is required.

2. Support team to roll out the program to approach the high efficiency Condition monitoring management.
3. Coordinate with clusters to develop site condition monitoring strategies and prepare asset health assessment and dashboard .
4. Learning and support team to provide critical equipment (Class A and Class B) condition monitoring with expertise data analysis, work out the recommendation and solution proposal.

Import Export and Customs Operation:
1. Proactively collecting/compiling import shipment documents before shipment arrival.
2. Handling import customs declaration, arranging on-carriage transportation, managing tariff payment and tax refunds.
3. Creating export shipment timely and following up on all relevant shipping documents.
4. Coordinating loading / vessel booking schedule, and arranging pre-leg transportation.
5. Customs declaration, certificate application and customs inspection arrangement in time.
6. Monitoring import and export shipments, and proactively intervene in case of deviations in transportation or clearance activities to bring shipment back on track.
7. Archiving shipping documents according to the requirements.
8. Proactive feedback to business units on status of open request as well as providing shipment details (include delay/change).
9. Verifying freight cost according to contract and ensuring logistics freight are settled in a timely and compliant way.
10. Response to customs inquiry timely and providing information according to requirement.
LSP management and continuous improvement:
1. Logistics Service Provider (LSP) performance (KPI) management, incl. non-conformity handling and analyzing.
2. Identify and analyze drawbacks / risks based on daily operation experience and KPI reports, and report to the leader.
3. Supporting the leader to optimize & customize services of import and customs operation.
4. Taking corrective and preventative actions as agreed upon with logistics management.
Quality management:
1. Participating internal and external audit and taking necessary actions to keep company AEO certificate.
2. Being aware of changes of import export and customs related regulations and ensuring timely reflection to working procedure and instructions.
3. Ensuring import export and customs operation is fully adhered to government regulations, ISO procedures / processes / working instructions and TDS requirements.
Team work:
1. Support the leader to handle import export and customs operational problems/difficulties.
2. Support the leader to develop import export and customs operation related process and project.
3. Support the leader to prepare reports related to import export and customs operations.
4. Share and implement best practices and processes with other teams.
EHSQ responsibility:
1. Responsible for safe behavior in accordance with company and unit specific EHSQ objectives, policy, procedures and work instructions.
2. Actively participate in company EHS training plan
3. Support and monitor TDS requirement conformance by suppliers (transport and distribution management task related colleagues)
任职要求:
? College degree or above in international trade, logistics, supply chain or chemical
? About 3 years working experience in logistics or supply chain; Working experience in chemical industry is preferred
? A clear knowledge of import, export, customs and foreign trade is must
? Excellent capability in written and verbal English and Mandarin
? Excellent communication skills on an international level
? Skillful in software of excel, word and PowerPoint
? Experience in SAP operation is must
? Good knowledge of Power APPs is preferred
